REVISED TIMELINE FOR FEES PAYMENT
The College would like to thank all students and parents/guardians who have made their fee payments within the initial due date of 17th August 2020. Such action from your end, notwithstanding the current challenges, is highly valued and appreciated. On our part, despite all the difficulties posed by the current Lockdown, the College is fully prepared to transition and commence online teaching for the Fall Semester from Monday, 17th Aug 2020.
While we have received payments from the vast majority of the students, we do understand that for some, the current Lockdown would have caused difficulties and affected your plans for making the payment. In all the fee notifications, the College has been emphasising on cashless payments and has sufficiently encouraged the use of digital payment options. Given the current situation, it is even more important for us to take all necessary precautions and avoid any risky interactions. In fact for the Fall Semester, adhering to the COVID-19 advisories, it was announced that the primary method for payment would be cashless and that the College would be accepting Cash payments only on an exceptional basis.
With regard to the payment deadline, in recognition of the ad hoc announcement of the Lockdown, the timeline for the fee payment will be extended by another week and the last day for fee payment shall be on 24th August 2020 (5 PM). Thereafter, the penalty for delays will normally be applicable as per the fees due notice. This deadline will be applicable for all programmes including BSc Nursing students and CE students.
In view of the restricted movement and limited banking services, please note that the following payment options have been arranged in coordination with the banks:
(A) Payment via Mobile Banking: All students/parents/guardians are highly recommended to opt for this mode of payment.

(B) For those who have not set up mobile banking, banks are facilitating instant registration without having to go through the usual formalities. Please download your bank’s relevant App and follow the easy registration steps. Please contact our Asst. Finance Officer, Mr. Tashi Dorji, at 1747-2197 for remote assistance or contact the respective bank’s toll free numbers – BNB 6070 and BOB 1095. Steps for downloading MPAY is available in this link.
(C) For those with MPAY/MBOB services, you can also pay using the Scan and Pay option [BNB] [BOB].
(D) Email Authorisation / Standing Instruction (an interim measure due to Lockdown for those who cannot do mobile banking):
- BNB Account Holders: in lieu of the cheque or direct deposits / transfer, you can email a signed authorisation to the respective banks or to RTC authorising the payment of fees from your account to RTC’s account. The authorisation will be forwarded to the bank for onward transfer and completion of the transaction. Please click here for a sample authorisation for BNB.
- BOB Account Holders: in lieu of the cheque or direct deposits / transfer, you can email a signed authorisation to RTC authorising the payment of fees from your account to RTC’s account. (E) Cash Payments: As mentioned above, the College will be accepting cash payment only under exceptional circumstances. In order for you to be eligible for availing the cash payment option, please explain your situation by completing this form. The College will review each individual case separately and consider only the genuine ones.

Despite all the constraints and the uncertainty caused by the coronavirus and the lockdown, the College has, and will continue to make every effort to ensure that the teaching-learning proceeds with proper engagement and integrity. Through elaborate planning and earnest preparation, we are ready to fully engage with all emerging challenges. While we are hopeful that, once the situation gets better and settles, we will be able to go back to normal classes, we have also planned for continuation of learning in whatever mode is possible - whether it be face-to-face, remote, or in hybrid mode - so that the students’ learning is not disrupted.
